Headers on a newer engine in an older car legal?

Q: Are my 68600 headers legal on a 1964 chevy in california, with a 1978 305 in it? They did not come with a carb sticker....i was told by Jegs automotive that they would be legal in california. I don't need emmissions hook ups because is is pre 1974 (it is counted by car not engine). please let me know.

A: The foot note "45. Not legal for sale or use in California on pollution controlled motor vehicles." is true however your vehicle is NOT pollution controlled. If you vehicle was made in 1978, then it would be illegal since those years were pollution controlled. The car must meet the pollution standards for the year the CAR was manufactured, not the engine. Hope this helps!
